Reports Upload Fails In Siebel - BIP 12c With Error "Failed to retrieve data from Presentation ServerCould not connect to OBI Presentation Service" (Doc ID 2445487.1)

Symptoms

Perform all the Integration steps required for BIP 12c integration with Siebel Application.

Test reports Upload.

It fails with error "SBL-EAI-04304: Unknown Part 'http://xml.apache.org/axis/:hostname' for operation 'isReportExist' exists in SOAP message"

After further reviewing the XMLP log file, found below specific error

SBL-EAI-04308: Operation 'isReportExist' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: java.lang.RuntimeException: Failed to retrieve data from Presentation ServerCould not connect to OBI Presentation Service".
