Unable To Display Custom Screen/Tabs In UI and Access Custom Objects Using EAI Siebel Adaper (Doc ID 2446884.1)

Scenario 1:

Custom screen/tabs are not displayed in UI after upgrading from 15.5 to 18.7.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Login to Siebel Application

2. Navigating to Screens having custom Views

3. Users seeing only Vanilla Views, but not Custom Views.

Scenario 2:

After completing the upgrade to 18.7, custom objects such as integration objects, custom business objects, custom business services, etc are missing from the runtime repository.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Simulate EAI Siebel Adaper with a custom IO and notice the error EAISiebAdpt EAISiebAdptErr 1 0000012d5c246de1:0 2018-12-27 08:54:48 [0] Could not find '<?>' named '<?>'. This object is inactive or nonexistent.(SBL-DAT-00144) (0x750090) 

2. In Tools, deploy the IO to runtime and at the application, clear cache.

3. The IO is now found but the custom BO it is based on is still not found with error Could not find 'Business Object' named '<BO NAME>'. This object is inactive or nonexistent.(SBL-DAT-00144)
