IP 18.6 - No Content Found In Web Template (Doc ID 2446909.1)

On : 18.6 version, Upgrade

When attempting to open an MVG applet and clicking on new button the following error occurs.
This issue happens only for 'MAS Appeal Bene Name Mvg Applet', which is custom.

'No content found in webtemplate! (SBL-UIF-00215)' error.

The issue can be reproduced at will with the following steps:
1. Using Web Tools create a new workspace.
2. Navigate to Web Template.
3. Query for "Popup Query" Web Template.
4. Copy it into "Test WebTemplate".
5. In the contents of the "Test WebTemplate" add this line to the top:
<div od-include="CCStylesChoice"/>
6. Navigate to Applet and query for "Primary Contact Mvg Applet".
7. Select "Edit" Web Template.
8. Change the Web Template from "Popup Query" to "Test WebTemplate".
9. Version, Submit and Deliver the workspace having new "Test WebTemplate"
and modified "Primary Contact Mvg Applet".
10. Start Siebel Call Center Application.
11. Navigate to "Activity List View".
12. On "Activity Form Applet", click on the MVG next to "Contacts" field.
13. In the "Primary Contact Mvg Applet", click on "+" icon to add a new
14. You will see the error - 'No content found in webtemplate!

The issue has the following business impact:
Due to this issue, users cannot navigate to the MVG applet as normal.
