Application Is Not Coming Up After 18.8 Upgrade (Doc ID 2447567.1)

On : 18.8 version, System Admin

Executed a successful repository migration from DEV to TEST. Then installed 18.8 on top of 18.5 in TEST. The TEST system was running OK before this repository migration and update installation.
Since Siebel was not working after repository migration and update 18.8 installation, re-created all profiles and deployed. All profiles are deployed fine.

When attempting to access Call Center or any other object manager, the following error occurs.

Your current application is running in ENU language and the seed data LOV of type ACCESS_RESOURCE_TYPE name BUS_SVC cannot be found in the database for that language.  This is most likely that the current database was not created with ENU seed data.  Please make sure the database contains seed data for the language in which your application is running.  Note that this issue would prevent your application to run properly.

The issue can be reproduced at will with the following steps:
1. Run a repository migration to TEST
2. Install update 18.8 on top of 18.5
3. Recreate all profiles and re-deploy them
4. Try to access Call Center Object Manager or any other OM and face the error
