Communications Inbound Receiver Not Processing Mails with Error Unable to connect to POP3 server

On : 16.0 [IP2016] version, Comms Server & Email Response
Unable to process inbound mails using Communications Inbound Receiver. In driver logs we can see following error messages
ERROR:Socket error 0: (null)
ERROR:Unable to connect to POP3 server <IP address> on port 110
The issue can be reproduced at will with the following steps:
1. Enable Communication Inbound Receiver
2. Trigger inbound mail and notice that was processed properly or not
