ACTUAL BEHAVIOR

"How Do I" toolbar option is not active for users. it is only active for users with SADMIN responsibility


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel using normal user logins
2. The Tool bar icon for "How Do I" is inactive and grayed out.
