when creating gateway get a 5009 error

Getting a 5009 error in the log file when trying to create the gateway.
It seems the config program is trying to find the FQDN versus the hostname. I do $HOSTNAME and it comes up vlrctmssst05.

The issue can be reproduced at will with the following steps:
1. Create the gateway through command line installation.
2. Notice the failure to complete the installation.

The issue has the following business impact:
Due to this issue, users cannot complete gateway creation.
