Running the Siebel WSRanking.exe Utility with Multiple Siebel Repositories Fails with SBL-DAT-60327 Error (Doc ID 2454327.1)

When attempting to execute the WSRanking.exe utility ,
the following error occurs.

ERROR
-----------------------
DB Patch needs to be applied to bring up the application. Please run WSRanking.exe against the DB you are launching (SBL-DAT-60327)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the siebel tools machine
2. Open the command prompt window
3. Navigate to siebel tools bin location: <oracle_tools_home>\bin
4. Execute the WSRanking.exe utility :

WSRanking.exe -s "C:\Siebel\17.0.0.0.0\tools" -t SIEBEL -u SIEBEL -p XXXX -o "esia17_SIEBEL" -d Oracle -y sadmin -z XXXX -e ServerDataSrc
