Symptoms

On : 17.6 [IP2017] version, System Admin

It was observed more than couple of times after restart of Siebel services, most of the components exit with error

ERROR

Error occured at the server error:NOTOK :Authentication failed for user




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop Siebel Servers
2. Start Siebel Servers
3. Check component status
