EXPECTED BEHAVIOR

Siebel workflow mon agent should process records.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. enable workflow monitor agent on server
2. create a custom workflow monitor Agent
3. assign wf policy grp and submit a job for custom workmon
