Blank screen seen post login of application after completion of upgrade from 8.1.1.8 to 18.7


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgraded from 8.1.1.8 to 18.7
2. Start all services
3. Login using SADMIN

 Siebel is upgraded from 8.1.1.8 to 18.7
