S_EVT_ACT Tablespace Move from Custom Tablespace to Vanilla Tablespace during IP17 Upgrade (Doc ID 2459146.1)

Symptoms

On : 18.8 version, Upgrade

ACTUAL BEHAVIOR
---------------
1. DBA moved the tablespaces to larger tablespaces.

One of them being S_EVT_ACT Table where it was moved to a custom tablespace -
TBS_EVT_ACT_32K

2. We ran the utility as below to check for any need to move tablespaces..

D:\Siebel\ses\siebsrvr\BIN>tblsize /U XXXXXXX /P XXXXXX /C XXXXXX /F
D:\Siebel\ses\dbsrvr\DB2UDB\ddl.ctl /B TBS_BASE_04K /X TBS_BASE_IDX_04K /K
TBS_16K /V TBS_32K /Q output.txt /L log.txt

READING FROM DDL FILE D:\Siebel\ses\dbsrvr\DB2UDB\ddl.ctl

No Custom Tables found that exceed their custom table space.
NO DBA Work Required

3. When we now try to run the DB configuration wizard (upgrep) -

It is running for a long time in "Prepare for Table creation" where it is
moving TBS_EVT_ACT_32K to another tablespace and re-creating indexes..

How do we stop Siebel from moving tables already in custom tablespaces or
already in 32K tablespace during the upgrep process ?

EXPECTED BEHAVIOR
-----------------------
It should not move the table space from custom to default

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. New columns are appended to the table. This is an additive change that can, if desired, be done in advance of the upgrade. The application will not know it is there until the new IP2017 code becomes available.
2. And then initiated upgrade

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Upgrade is taking extra 9 hours to move the table and revert back to old custom tablespace .
