Symptoms

On : 16.3 [IP2016] version, Client Functionality

SBL-CMO-00155: Error occurred on sending message to '<?>' with subject = '<?>'.

Outbound email get out of sync with every restart and need to bounce object manager or restart services to get them working again.

The issue can be reproduced at will with the following steps:

Trigger outbound mail and notice it reached to recipient or not
