ACTUAL BEHAVIOR
---------------
When upgrading Siebel 2016 to PS19, the javacontainer (used for REST Services) should be upgraded to Tomcat 8.5.23. Nevertheless, after PS19 installation, the old Tomcat 8.0.22 is used.

EXPECTED BEHAVIOR
-----------------------
Tomcat 8.5.23 should be installed and used after applying PS19.
