ACTUAL BEHAVIOR
---------------
When attempting to start the siebel service on siebel document server machine the service is stopped after few seconds.

EXPECTED BEHAVIOR
-----------------------
The siebel service should start successfully

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the server machine where the Siebel document server is installed
2. Open the windows services
3. Right click on the siebel service and select Start
