Email Template Hyperlink with Substitution Fields (Row IDs) Not Replacing Values For Substitution Fields, Other Fields On Template Body Works Fine

When sending emails from Siebel using templates, some templates based on the Lead Business Component fail to proper set the substitute fields on a URL link withing the template.
The issue can be reproduce at will following this steps:
1) Create an Email Template based on Lead BC, make sure the template has a URL link which user Lead.ID field as substitution field.
2) Create an Outbound Request in Site Map>Administration Communications>All Outbound Request using the template created on step 1)
3) Submit the Outbound Request
4) The email is received by the recipient when click on the link for the Lead view do not open it.
Similar template works fined for Service Request Business Component. The template with SR Business Component also has a URL link that show the Row ID of the SR properly.
