SAM IP2018 Hangs Up When Creating An Approval Request (Doc ID 2466567.1)

Symptoms

A customer configured SAM in their IP2018 lab environment with Users, Roles and Approval Profiles. Now when they try to create an approval request, It continuously hangs and never returns the control.

The log files shows the following message repeatedly:

nested exception is:
