Siebel Approval Manager (SAM) cannot be Installed / Upgraded (Doc ID 2468705.1)

On : 18.7 version, Installation
Siebel Approval Manager (SAM) cannot be installed/upgraded

Customer installed a previous installation of SAM and failed.
On the course of this installation they removed the original installation directory which is c:\siebel\SAM.
Consequently they uploaded the latest version of SAM (patch 26567922).

Starting the installation executable it gives back:
"Select the instance you want to upgrade"
User selects the correct (the only) installation path and press "Upgrade".
and then it comes back with error:
The upgrade of SAM was not successful.

How to remove any reference to the existing SAM installation or how to upgrade the existing installation even without the original installation directory?

The upgrade of SAM was not successful.
Loading externalized properties
System's temporary directory = C:\Users\MA_SC\AppData\Local\Temp
Exiting with exit code: -1
8. final log file name=C:\Siebel\SAM\_SAM_installation\Logs\SAM_Install_10_04_2018_13_49_10.log
Error while trying to create the log file=C:\Siebel\SAM\_SAM_installation Exception msg=null

The issue can be reproduced at will with the following steps:
1. Try to install SAM
2. Process failing indicating upgrade of SAM was not successful.

The issue has the following business impact:
Due to this issue, users cannot complete SAM installation.
