On : 18.9 version, Installation

"Edit Web Layout - IDE" not working after clean Siebel 18.10 install

Performed clean / new installation of Siebel 18.10. These are the exact steps:
1. Install Siebel Enterprise Server, Gateway, Database Server 17.0
2. Install AI 17.0
3. Install 18.10 update on Siebel Enterprise Server
4. Install 18.10 update on Application Interface
5. Deploy new database to the Oracle DB server
6. Configure Siebel Management Console: create Enterprise, Server Profile, AI Profile. Deploy Profiles. Enabled Call center, Web Tools, EAI and Workflow component groups for server profile.

Applications do work on links - /Siebel/app/cc/enu and /Siebel/app/wt/enu

Getting erroneous behavior when tried to test new feature of the 18.10 release: Edit Web Layout IDE in Web Tools.
The interface looks distorted and the editing of an Applet is not working.

The interface looks distorted and the editing of an Applet is not working.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform Edit Web Layout IDE in Web Tools.
2. Notice the distorted interface and Applet editing not working.

Due to this issue, users cannot work with Web Tools correctly / edit Applets.
