Siebel Web Tools Throws Blank Screen After Login (Doc ID 2477045.1)

ACTUAL BEHAVIOR
---------------
Siebel Web tools shows blank screen

Customer started a completely new build from a database export (expdp export datapump), reinstalled and configured all servers pointing to new database.

Although this has worked in previous attempts on Siebel 18.10, in this case some components would start correctly including an application object manager (fins_enu).  However the webtools component - also online & accessible via url - appeared to hang indefinitely.  In some cases, the UI would render after 15-30 min, but not completely/correctly. 

EXPECTED BEHAVIOR

Webtools should respond in a timely fashion with a functional page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Accessing webtools URL in customer's rebuilt environment.

The issue has the following business impact:
Due to this issue, users cannot use webtools .
