How to download the siebel attachments on custom button click (Doc ID 2477935.1)

Goal

The goal is to download the attachments on custom button click like similar functionality that occurs when we click on hyperlink field in attachment screen.
In short , there will be a button on attachment applet , clicking which the attachment will be downloaded to the user's machine just like it happens in case of clicking on Hyperlink field .
