Symptoms

On : 16.19 [IP2016] version, Upgrade

When attempting to run prod upgrade the following error occurs.

d:\siebel\ses\dbsrvr/3611514Unable to start SSA ID api./seed_locale.dat
.

2018-11-27 14:14:09 Error: Invalid option Character 't'.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run upgrade wizard and select production upgrade.
2. upgrade steps fails in Import seed data.
