Application Not Coming Up After Full RR

Symptoms
On : 18.8 version, System Admin
When attempting to bring Test environment after doing RR migration from Dev to Test, OM comes Online and turns to Running as expected.
However, the "Server is busy..." error is returned after entering user credentials on login page.
In target (Test) environment the following error can be found in the OM log file:
The above cannot be confirmed as the root cause of the failure, since the log file from source has different entries, possibly due to different repository type being used on source (DR versus RR).
STEPS

The issue can be reproduced at will with the following steps:
1. Enter user credentials on login page
2. Server is busy... error is returned
