REST API Inserts Question Marks Instead Of Actual Characters When The Input Has Unicode Character Encoding

Information in this document applies to any platform.
While trying to insert a new Account which has Unicode characters in the Name, in the Application the Name inserted has mostly question marks instead of the actual characters.
The following message has been tested:
POST the following to the REST URI ( ..../siebel/v1.0/service/Account/CreateAccount/) with Postman. /Body - with raw option/
The account was created with the following name: ABCDE_Ã�Ã‰Ã–ÃœÃ“Å�ÃšÅ°Ã�Ã¡Ã©Å‘ÃºÃ¼Ã³Ã¶Ã
(In the Oracle DB is the same incorrect name.)
