Unable To Open SMC Application Post IP18.11 Patchset (Doc ID 2480321.1)

Symptoms

On : 18.11 version, Installation

After applying PS 18.11 to upgrade the binaries(18.10), when attempting to open SMC login page,
the following error occurs. Webtools URL also showing same error

ERROR

HTTP Status 404 – Not Found
Type Status Report

Message /siebel/smc

Description The origin server did not find a current representation for the target resource or is not willing to disclose that one exists.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply PS 18.11 for Siebel components on top of 18.10.
2. Bounce the enterprise.
