Long Dash Is Treated As End Of File While Reading The File (Doc ID 2481274.1)

Symptoms

On : 18.6 version, Upgrade

ACTUAL BEHAVIOR
---------------
Customer has a custom functionality, on click of a button , Invoice attachment(of type HTML) is read and is displayed on the email body. After upgrading Siebel from IP2014 to 18.6, file stops reading if em-dash is encountered. If it replaced with hyphen then it reads the file as expected.

EXPECTED BEHAVIOR

Customer has a custom functionality, on click of a button , Invoice attachment(of type HTML) is read and is displayed on the email body. After upgrading Siebel from IP2014 to 18.6 the custom functionality should work too.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from IP2014 to 18.6

2. Use Script to process a file with em-dash, note that file is only read until the em-dash




BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the custom functionality.
