REST API: Visibility Issue While Accessing The Child Records

Visibility Issues & ViewMode Parameter is not working in Siebel Rest Services
If the child entities were created with different user and if we try to get the child entities through GET operation of REST API, not able to get all the child entities.
If the child entities were created with different user and if we try to get the child entities through GET operation of REST API, we should be able to get as many records as that are present under that particular parent entity
The issue can be reproduced at will with the following steps:
1. Create a contact from Siebel UI with SADMIN user
2. Create a new user i.e TEST2 with some other responsibility and position
From SQL developer, please execute the below queries.
4. Now again logged in to application(with sadmin) and add the contact which was created in step1.
Now we have 2 contacts associated to account
5. Now do a Get of Contacts present under that particular account
https://localhost:8011/siebel/v1.0/data/Account/Account/1-PH0T/Contact -- with TEST2 user.
Only 1 contact was retrieved
6. Then i again tried with sadmin user
Only 1 contact is retrieved.
Event hough 2 contacts are associated to account, only one contact is being retrived at once with the respective users
Note: For BaseAccount IO, User property "ViewMode" was defined as "All"
The issue has the following business impact:
Due to this issue, users will not able to access all the child entities present under aparent entity
