Siebel server cannot be started due to SADMIN account not having "Siebel Administrator" responsibility (Doc ID 2481608.1)

Symptoms

The Siebel application is not coming up. The Siebel gateway is started but it cannot be accessed it through the srvrmgr command line. Also the Siebel server cannot be started.

In the Name Server log file we can see the following errors:
