SMC returns HTTP 404 in a AI Migration Installation

Information in this document applies to any platform.
When attempting to access smc of IP12017, after a migration installation, the following error occurs.
The issue occurred at customer side after following steps:
1. performed a installation migration of swe ip16 to ip17
2. launching tomcat home page open fine
3. launch smc shows 404 error
