Duplicate Contact Records For Users

I've noticed that we have a number of contact records for the same customer in our Siebel production environment. I am attaching a screenshot of one instance. How is this possible? We were always under the impression that the email address had to be unique for each user. What makes a contact record unique in Siebel? Is it a combination of fields? If so, please advise which field combination make a contact record unique.
