Customize Button not Invoking Product configurator in PRMPortel application

EXPECTED BEHAVIOR
-----------------------
Should be able to launch Configurator in Partner Portal application

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel Partner Portal application
2. Navigate to Line Items Applet
3. Launch eConfigurator using Customize button
