Siebel Tools Import Multiple SIFs Fails With Sucess

Symptoms
Customer development method doesn't allow to migrate the repository, so trying to import 714 sifs using Siebel Tool which were reported as
success in logs, but after checking tools some objects are not imported.
Noticed the following:
-> The objects only fail in massive imports (at least 100 sifs at a time)
-> If we only import few objects only, it succeeds
