Siebel Tools Object Explorer Displaying Blank Views And Not Displaying The Selected Objects (Doc ID 2486573.1)

PRODUCT VERSIONS:

SIEBEL VERSION: Siebel Tools 17.5.0.0
SIEBEL APP O/S: Microsoft Windows x64 (64-bit)

ISSUE STATEMENT:
----------------------------

After applying the latest Oracle Client 12.2c x86 (12.2.0.1) to the machine, when launching Siebel Tools application, no records are displayed no matter which object from the Object Explorer is selected, it just displays a blank view.

WHERE IT HAPPENED:
-------------------------------
The behavior occurs when connecting Siebel Tools to all the environments: DEV, SIT ,QA/UAT

STEPS TO REPRODUCE:
---------------------------------
The behavior occurs as follows:

1. Apply latest Oracle Patch updates to the system.

2. Launch Siebel Tools

3. Navigate to Object Explorer > Business Components object > nothing is displayed here, it is blank.

4. Click on any object object such as Applet, BC, BO, BS , View, WF, Tables etc., it is the same behavior where it is just a blank view.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:

Since the objects are not visible, it is not possible to modify any objects and make customizations to the implementation.

The team is currently in the middle of coding/build for the next release, this issue is happening to all the users/employees and will impact project delivery deadline.

Siebel tools is required to make changes to some objects like Workflows, Business Services and Tables.

All the employees/users having Siebel Tools installed in their machine are having this issue provided their system is pushed with some latest patchset from IT team including oracle patchset as an example.
