Siebel Operation Step Visibility Mode Issue When SR Owner Is Not Logged In User

On : 15.8 [IP2015] version, Task Based UI
task flow which gets invoked from Contact->Service Request view and in Task we have a step to get Summary field of Service Request which works fine when the SR owner is logged-in user. When SR owner is different user than logged-in user, getting below error
Cannot get value of business component field 'Summary' at step 'Create SN Record'.(SBL-BPR-00120)--
This operation is not allowed when there are no records displayed.
Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)
The issue can be reproduced at will with the following steps:
1.create a task based on Service Request BO with below steps
Start --> Siebel Operation query on Service Request BC to get any field value --> Task View to display Service Request details --> End
2. invoke task from Contact->Service Request view
3. make sure that the selected service request not assigned to current user
