Symptoms

Inspect Button in workspace is not getting enabled.

STEPS
-------------
1. Login into Siebel Tools/ Web Tools.
2. Create a new workspace and make some changes in the objects.
3. Login into application and navigate to workspace explorer screen.
4. Inspect button is not enabled.
