Custom Integration Objects And Business Service Are Not Getting Reflected In The Runtime Repository (Doc ID 2489349.1)

Symptoms

On : 18.7 version, Siebel EAI

ACTUAL BEHAVIOR
---------------
After completing the upgrade to 18.7 , custom objects such as integration objects, custom business objects, custom business services, etc are missing from the runtime repository.

EXPECTED BEHAVIOR
-----------------------
custom objects should be available.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Simulate EAI Siebel Adaper with a custom IO and notice the error EAISiebAdpt EAISiebAdptErr 1 0000012d5c246de1:0 2018-12-27 08:54:48 [0] Could not find '<?>' named '<?>'. This object is inactive or nonexistent.(SBL-DAT-00144) (0x750090)
2. In Tools, deploy the IO to runtime and at the application, clear cache.
3. The IO is now found but the custom BO it is based on is still not found.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, upgrade acceptance tests can not be completed.
