Post DB Refresh, Unable To Login To Non Enu Application Error: SBL-DBC-00111: Unable to load message (Doc ID 2490425.1)

Symptoms

On : 15.18 [IP2015] version, System Admin

Post DB refresh, unable to login to FRA application

Recently we did DB refresh from Production to one of our non-prod environment. Post that activity, all the applications came up like callcenter_enu, ecommunications_enu but ecommunications_fra is not coming up showing server busy errors.
both ecommunication enu and fra are authenticated against same LDAP and same profile configuration.

The issue can be reproduced at will with the following steps:
1. refresh production db to non-prod
2. start siebel server
3. ecomm_fra OM shows server busy error while try to access

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot access fra language application
