Siebel Opens MQ Connections And Does Not Re-Use Them (Doc ID 2490669.1)

Symptoms

The integration is using all available sockets on the server, hence the MQ system is stuck due to intense garbage collection.
Whenever Siebel overloads MQ manager (open too many connections), it leads to the situation that MQ Manager is not available for any other applications connected to the Queue Manager.

Steps to reproduce the issue

Tests done in Siebel to see when MQ connections are opened and not re-used:

1)
- logged in as sadmin user in Chrome, tested send method from BS Simulator - new connection was opened in MQ
- logged in as sadmin user in IE, tested send method from BS Simulator - second new connection was opened in MQ

- logged out from Chrome - connection closed in few seconds in MQ
- logged out from Chrome - connection closed in few seconds in MQ
--- working as expected; no leak

2) Created a simple Workflow < Start -> EAI JMS Transport(Send Method) -> End >
