starting Siebel enterprise
- server manager can not connect to gw service
- SMC login is not working
- Administrative views are not working

error: Fatal error (2555922): Could not open connection to Siebel Gateway configuration store (%1:%2)., exiting... - SMC login is not working
error: We detected an Error which may have occurred for one or more of the following reasons:
An error has occurred creating business component 'Server Component' used by business object 'Server Admin'. Please ask your systems administrator to check your application configuration.(SBL-DAT-00222) - Administrative views are not working
error: The user ID or password that you entered is incorrect
EXPECTED BEHAVIOR

server manager, SMC and Administrative views should work fine after installing Patch-Set
