IP2017 And Later UpGrep Process Is Slow And Gets Stuck At "Export merge data to CSV" Step

Post running IRM and marking resolution as Complete in IP2017 and later upgrade, resuming upgrep takes forever and export merge date to CSV is stuck and does not complete. Around this time, the update_stats.log under export_csv/log in upgrep directory shows below error:
ODBC error S1000 in SQLExecDirect:
[DataDirect][ODBC Oracle driver][Oracle]ORA-20005: object statistics are locked (stattype = ALL)
ORA-06512: at "SYS.DBMS_STATS", line 34634
ORA-06512: at line 1
(native error 20005).
The issue can be reproduced at will with the following steps:
1. Install and Configure IP2017
2. run upgrep from IP14 (22.214.171.124) or any lower versions to IP2017 and later
3. It takes long time on "Export merge data to CSV" step
