DB2 LUW Performance Issue in Siebel Tools after activating Workspace Projects (Doc ID 2492391.1)

ACTUAL BEHAVIOR
---------------
After Activating workspace projects, performance degradation was sometimes causing the connection to time out in Development.  This produced productivity impacts to developers.   

EXPECTED BEHAVIOR
-----------------------
Response time should be sub-second for this set of queries.  

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enabled Workspace on Siebel Tools with DB2 Database.

Refer to bookshelf for steps:

Using Siebel Tools > Using Siebel Tools > Workspaces Administration >Enabling the Workspaces Mode for Siebel Tools

2. Login into tools
3. Click on Workspace from Menu
4. Click on Any object in Object Explorer.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, developers unable to meet deadlines for upgrade.    Very significant business impact as upgrade deployment has been delayed repeatedly.  

Changes

 After running EnableWorkspace.exe on Siebel Tools with DB2, Siebel objects take too much time to load.
