Unable To Generate Siebel Report - oracle.xdo.security.ValidateException: not valid admin user (Doc ID 2492488.1)

Symptoms

When attempting to generate the siebel reports,
the following error occurs in the log file.

ObjMgrBusServiceLog Error 1 00008b795b9f50f7:0 2018-12-06 17:31:21 (outdisp.cpp (267)) SBL-EAI-04308: Operation 'isReportExist' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReport
ServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: oracle.xdo.security.ValidateException: not valid admin user!".


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into siebel application
2. Navigate to the view with the records to be generated in the report
3. Click on reports icon and submit the siebel report
