SSO Implementation - Not Working - Siebel IP18.9 With OAM

The customer was implementing a SSO solution using Apache and OAM with reverse proxy successfully. Without Webgate the customer is able to view the Siebel Login Screen.
Once Webgate configuration is put in place, accessing the URL and gives "Server Busy" Message.
In IP 15, the following was provided in the eapps_sia.cfg file:
