How to immediately reflect changes in Responsibility (Doc ID 2493499.1)

Goal

Currently we are facing an issue that for some particular changes in objects we have to restart the server for those changes to be applicable following are few examples

1) We changed a responsibility but we had to restart the server for that resp to be applicable

Is this expected behavior ?
