Business Service "SIA BC Utility Service" Hangs with ClearLOVCache Method

Symptoms
When invoking a Workflow with a Sub Process Workflow using Business Service(SIA BC Utility Service) and "BCInvokeMethod" method, invoking the "ClearLOVCache" method, the process stops working (or hangs).
Steps to reproduce the issue:
In Siebel Tools:
1. Create a custom workflow(Workflow ENU LOV Cache) to clean the LOV Cache for multiple languages
Define Components and the main Workflow(Workflow All LANG LOV Cache), as shown below:
For Workflow Process Workflow ENU LOV Cache:
a. Start > BS (SIA BC Utility Service) with Method (BCInvokeMethod) > End
MVPW > Input Arguments:
1. BusComp Name | Literal | List Of Values
2. Method Name | Literal | ClearLOVCache
For Workflow Process Workflow All LANG LOV Cache:
b. Start >Subprocess (Workflow ENU LOV Cache) > BS (Synchronous Server Requests) > BS (Synchronous Server Requests) with Method(SubmitRequest) > End
First BS MVPW > Input Arguments:
1. Component | Literal | WfProcMgrFRA
2. WfProcMgr.ProcessName | Literal | Workflow ENU LOV Cache
3. DelAmount | Literal | 10
4. DelUnits | Literal | Mins
5. Method | Literal | RunProcess
Second BS MVPW > Input Arguments:
1. Component | Literal | WfProcMgrDEU
2. WfProcMgr.ProcessName | Literal | Workflow ENU LOV Cache
3. DelAmount | Literal | 10
4. DelUnits | Literal | Mins
5. Method | Literal | RunProcess
Log in to Siebel Application and run a simulation on Administration - Business Service > Simulator with the following information below:
First Repro:
Business Service = Workflow Process Manager (Server Request)
Method Name = RunProcess
Input Argument > Property Name:
a. Property name = ProcessName
b. Value = Workflow All LANG LOV Cache
Result:
When running the Workflow both through the Command Prompt and the Business Service Simulator, the process hung:
srvrmgr:srvr1> run task for comp WfProcMgr with ProcessName='Workflow All LANG LOV Cache'
SiebelUI > Administration - Business Service > Simulator

The simulation hung without displaying any error messages.
