There is a 1 Min Delay in New Record Creation

EXPECTED BEHAVIOR

The New Record Creation should happen fast

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the siebel Application
2. Navigate to the View where the QTL Actions List RFS Applet is present.
3. Click on the (NewRecord), observe that a delay of 1 Min happens.
