Window.Open Command from PM Script not working.

Symptoms
On : 8.1.1.14.9 [IP2014] version, Siebel VB / eScript / COM
window.open command from PM script.
Customer is unable to launch a file URL like : window.open("file:///C:\Temp\SaveAs4.htm"); - via the window.open command from the __PM script.
Ordinary URLs are working great like www.cnn.com or www.yahoo.com, but not a local server file URL.
ERROR

Expected action - open browser window not happening.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to customized application.
2. Navigate to custom view / applet and click the custom button
3. Notice the new browser window not opening.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use window.open command to open local server URL.
