Goal

On : 18.11 version, Installation
Final Version / patch set list

Customer has installed / applied the following versions/patches:
1. IP17
2. 1806: Performed Database Upgrade
3. 1809 Interim Patchset 28695456 & Interim Patchset 28667269
4. 1811

In order to redo upgrade process, can IP17 and 1811 be applied while skipping 1806 and/or 1809?
