Siebel Public Sector eService Object Manager Is Not Working In IP 2017 or Above (Doc ID 2498882.1)

Symptoms

When attempting to access Siebel Public Sector eService the following error occurs.

The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again. [hh:mm:ss]

Below error reported in PSeServiceObjMgr_enu_0019_19922973.log log file located under siebsrvr/enterprises/<enterprise_name>/<siebel_server_name>/log directory:

ObjMgrSRFLog Warning 2 0000003e5c483c98:0 2019-01-23 15:51:46 (objdef.cpp (18433)) SBL-DAT-00144: Could not find 'Application' named 'Siebel Public Sector eService'. This object is inactive or nonexistent.
