Symptoms

On : 16.0 [IP2016] version, Installation
Some components are offline after IP 2016 vanilla installation

Customer has installed IP 2016 on their Development environment and after the configuration, some of their Siebel components are offline.

ERROR

Siebel components are offline

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start Gateway and Siebel Server.
2. Check whether the components are online.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot begin / continue working with Siebel.
